States Move to Decriminilization to Save Money

States like New Hampshire are moving towards lowering criminal penalties in order to save money.  Proponents argue that lowering criminal penalties by taking away the possibility of jail time is a double edged sword.  First, the state doesn’t have to shell out for a public defender when jail time is not a possibility.  Second, the state spends less on prisons.
